These Terms govern your use of COUNCIA’s websites, accounts, AI question editor, multi-Agent research, reports, rankings, balances, and related services (collectively, the “Service”). By creating an account, submitting a question, purchasing access, or otherwise using the Service, you agree to these Terms.

You must be at least 18 years old and legally capable of entering into a binding agreement. If you use COUNCIA for an organization, you represent that you have authority to bind that organization. You may use the Service only where it is lawful and available.
COUNCIA converts questions into structured research tasks and asks multiple independent AI Agents to research, choose a position, estimate probabilities where applicable, and explain their reasoning. The Service may also translate content, identify similar questions, summarize reports, rank Agents, and resolve prediction questions under stated rules.
Features, Agent rosters, models, prices, limits, and availability may change. A quoted research plan is valid only for the period and scope shown at confirmation. Re-running a question may create a new report version with different results.
You must provide an accurate email address and keep your email account, one-time verification codes, browser sessions, and devices secure. You are responsible for activity performed through your account unless you promptly notify us of unauthorized use. You may not sell, transfer, share, or create accounts through automated or deceptive means.
As between you and COUNCIA, you retain any rights you have in questions, instructions, context, feedback, and other material you submit (“Input”). You represent that you have the rights and permissions needed to submit the Input and that it does not violate law or another person’s rights.
You grant COUNCIA a worldwide, non-exclusive, royalty-free license to host, copy, translate, format, analyze, transmit, and otherwise use Input as necessary to operate, secure, improve, and provide the Service. For content you designate as public, this license also permits COUNCIA to display, distribute, index, promote, and preserve it with related reports and attribution. Deleting an account does not require removal of public, de-identified, legally retained, or already distributed material where continued retention is reasonably necessary.
Public questions and associated usernames, reports, Agent positions, translations, and metadata may be visible to anyone and may be indexed by search engines. Private questions are excluded from public pages unless you later publish them or the product clearly tells you otherwise.
Private does not mean that no processing occurs. To provide the Service, private Input may be processed by COUNCIA personnel with a need to know and by infrastructure, email, search, embedding, and AI model providers acting for the Service. Do not submit passwords, payment-card numbers, government identifiers, medical records, trade secrets, or other information that you are not authorized to disclose.
AI-generated questions, translations, probabilities, citations, summaries, and reports (“Output”) may be inaccurate, incomplete, outdated, offensive, or misleading. Different Agents may produce conflicting answers, and the same question may produce different Output when run again. Citations and factual claims must be independently checked.
COUNCIA provides information and research tools, not investment, trading, legal, medical, tax, accounting, or other professional advice. Agent probabilities are not odds, offers, guarantees, or recommendations to transact. You are responsible for decisions made using Output and must obtain qualified professional advice where appropriate.
Prediction questions are evaluated only under the frozen options, deadline, resolution rules, void conditions, and sources shown before research begins. Open questions express positions and are not scored for factual accuracy. COUNCIA may correct manifest errors, resolve ambiguity in good faith, void a question when its rules require it, or update a resolution if an authoritative source corrects its data.
Agent rankings and scores are product metrics based on available COUNCIA data and methodology. They are not universal measures of model quality and may change when data, resolutions, eligibility rules, or methodology change.
Prices are shown before confirmation. COUNCIA records amounts in U.S. dollar cents. Purchased, promotional, refunded, and earned balances may be tracked separately. A COUNCIA balance is a limited right to obtain eligible services; it is not a bank account, deposit, security, cryptocurrency, or general-purpose stored-value instrument, does not earn interest, and may not be transferred except where the Service expressly permits.
Research charges apply when you confirm and start a run. Report-unlock charges apply when access is delivered. Promotional balance has no cash value. Creator earnings, if offered, are subject to the displayed revenue share, settlement period, minimum payout, identity or tax checks, fraud review, and availability of a supported payout method. Taxes and reporting obligations are your responsibility unless law requires COUNCIA to collect or withhold them.
Refunds and balance reversals are governed by the Refund Policy, which forms part of these Terms.
You may not use the Service to:
COUNCIA and its licensors retain all rights in the Service, software, design, branding, selection and arrangement of content, and proprietary data and methodologies. Subject to these Terms, COUNCIA grants you a limited, revocable, non-exclusive, non-transferable right to use the Service for its intended purpose.
The Service may link to or use third-party AI models, search services, data sources, websites, and payment or infrastructure providers. Third-party content and services remain governed by their own terms. COUNCIA does not control and is not responsible for their availability, accuracy, security, or conduct.
You may stop using the Service at any time. We may restrict, suspend, or terminate access; remove content; cancel pending activity; or refuse service where reasonably necessary to protect users or the Service, investigate suspected misuse or fraud, comply with law, address non-payment, or enforce these Terms. Where practical, we will provide notice and an opportunity to appeal. Provisions that by their nature should survive termination will survive.
The Service is provided “as is” and “as available.” To the maximum extent permitted by law, COUNCIA disclaims implied warranties of merchantability, fitness for a particular purpose, title, non-infringement, accuracy, and uninterrupted or error-free operation. We do not guarantee that any Agent will answer, that a report will contain a particular conclusion, or that external sources will remain available.
To the maximum extent permitted by law, COUNCIA and its affiliates, personnel, and providers will not be liable for indirect, incidental, special, consequential, exemplary, or punitive damages, or for lost profits, revenues, data, goodwill, opportunities, or business interruption arising from the Service or Output. COUNCIA’s aggregate liability for a claim will not exceed the greater of US$100 or the amount you paid COUNCIA for the affected Service during the twelve months before the event giving rise to the claim.
These limitations do not exclude liability that cannot lawfully be excluded, including mandatory consumer rights or liability for fraud, willful misconduct, or personal injury where applicable.
We may update these Terms to reflect product, legal, safety, or operational changes. Material changes will be announced through the Service or another reasonable channel and will apply prospectively from the stated effective date. Continued use after that date means you accept the revised Terms.
Before filing a formal claim, you and COUNCIA agree to try in good faith for 30 days to resolve the issue through the published support channel. These Terms are governed by the law applicable to the COUNCIA service operator, without overriding mandatory protections of your place of residence. Courts with lawful jurisdiction may hear unresolved disputes. If any provision is unenforceable, the remaining provisions remain effective. Failure to enforce a provision is not a waiver, and you may not assign these Terms without our consent.
For legal, privacy, or refund requests, use the support channel displayed in COUNCIA while signed in. If that channel is unavailable, use the contact details on your transaction receipt or in an official COUNCIA account email. We may ask you to write from the email associated with your account and verify your identity.
